1. Site Preparation and Investigation

Introduction

  • Examine the location and size of the site. 
  • Understand the zoning classification and land use regulations. 
  • Conduct initial site assessment to gather background information.

Scope of Work

  • Outline the specific tasks and objectives for the fill management project. 
  • Define the roles and responsibilities of the project team. 

Project Roles

  • Identify key personnel involved in the project, including their roles and contact information

Property Investigation

  • Review zoning bylaws and complete a Phase 1 Environmental Assessment. 
  • Conduct laboratory analysis for contaminants (e.g., PHCs, BTEX, PAHs, VOCs, metals, and inorganic). 
  • Compare soil samples with applicable Excess Soil Quality Standards.

Declaration of Qualified Person

  • Oversight by a Qualified Person (QP), ensuring compliance with regulations. 

2. Background Information

Site Description

  • Provide a detailed description of the site, including its size, location, and current state. 

Current and Proposed Future Land Use:

  • Document the current land use and any planned future developments.

Applicable Excess Soil Quality Standards: 

  • Outline the soil quality standards that will be used to assess the imported fill material.

3. On-Site Soil Management

Imported Fill Material Quality Review

  • Review documentation from potential source sites. 
  • Confirm soil characterization by source site QP.
  • Ensure soil meets applicable quality standards before acceptance. 

Imported Soil Inspection

  • Perform visual inspections of each load for contamination signs (e.g., staining, odours). 
  • Test samples using EAGLE 2 Gas detector for hydrocarbons and contamination. 
  • Reject and manage loads with evidence of contamination.

Audit Sampling

  • Conduct confirmatory audit sampling at a minimum frequency of one sample per 2,000 m³ of imported soil. 
  • Test samples for contaminants (PHCs, BTEX, metals, and inorganics). 
  • Temporarily stockpile soil while awaiting results. 

Contingency Measures

  • Review and audit sampling as needed. 
  • Identify, recover, and isolate unacceptable material for further examination. 
  • Document and prepare Incident Reports for rejected loads. 

Erosion and Sediment Control

  • Implement erosion and sediment control measures during soil placement and transportation.

Dust Control

Implement measures to prevent dust generation and release during soil operations.

3.  Soil Tracking and Documentation

Documentation and Tracking System

  • Use SoilFLo Software to track soil movements. 
  • Record details of transportation, volume, quality, and placement of soil. 
  • Maintain compliance with regulatory requirements for record retention (at least two years).
